JVLR Double-Decker Flyover Set to Transform Andheri-Powai Commutes Ahead of Metro Line 6

Mumbai's daily grind between Andheri and Powai is about to get a serious upgrade. As part of the MMRDA's Mumbai Metropolitan Region Development Authority initiative Mumbai in Minutes, a double-decker flyover along Metro Line 6 enroute to Swami Samarth Nagar, Andheri to Vikhroli passing through Jogeshwari Vikroli Link Road, Powai is a major infrastructure upgrade. The project is designed to do more than just add road capacity — it is an essential step toward achieving integrated and seamless urban mobility in the Mumbai Metropolitan Region and is designed to significantly improve east-west connectivity across the city and decongest high-traffic corridors.

The corridor itself has an interesting backstory. Initially proposed by BMC to ease traffic between Andheri (West) and Jogeshwari (East), the 5.08 km flyover runs from New Link Road near Infinity Mall to Poonam Nagar, JVLR. Because its alignment overlapped with the under-construction Metro Line 6, the elevated corridor was handed to MMRDA after its alignment overlapped with Metro Line 6. Of this stretch, of the total flyover length, 0.93 km was built by the BMC, with MMRDA now executing the remainder in two distinct parts.

The centerpiece is undoubtedly the double-decker section. The first part is a 2.58 km double-decker flyover, with the lower deck for vehicles and the upper deck for Metro Line 6, being built by DMRC and currently 80 per cent complete. The second stretch is equally ambitious: a 1.557 km single-level flyover, including a 120 metre cable-stayed bridge crossing the Western Express Highway and the operational Metro Line 7, which will be a major engineering landmark on the corridor. As of late 2025, the Missing Link flyover is 50 per cent complete.

MMRDA has broken the project into phased openings to give commuters relief sooner rather than later. Phase 1, from Infinity Mall to JVLR junction, is expected to open by June 2026, while the more complex second phase — carrying the cable-stayed bridge — is expected to be finished by March 2027. Engineering progress is visible on the ground too: MMRDA recently completed a key step in the Andheri–JVLR Missing Link by launching a 558 MT, 52-metre steel span at Infinity Mall junction, with the interchange station at Infinity Mall linking this line with Metro Line-6 and the Missing Link flyover, creating a three-level mobility hub.

Why does this matter to daily commuters right now? Because the current situation is genuinely painful. At present, commuters from Lokhandwala, Oshiwara, Four Bungalows and Seven Bungalows towards JVLR face intense congestion, with major bottlenecks seen at Veera Desai Road and Captain Suresh Samant Marg leading to Jogeshwari SV Road. It gets worse during rush hour: during peak hours, the 3.7 km stretch between Swami Samarth Nagar Lokhandwala Circle and the Balasaheb Thackeray Trauma Centre on the Western Express Highway can take 30 to 45 minutes. A signal-free flyover on this stretch could meaningfully cut that commute.

The bigger picture connects directly to Metro Line 6, also called the Pink Line. This is a 15.18 km under construction elevated metro line connecting Swami Samarth Nagar (Lokhandwala) – JVLR – SEEPZ – Powai – Vikhroli through 13 stations, and is notably the highest metro line in India. After some uncertainty around depot land, MMRDA has found a workaround: Mumbai's Metro Line 6 is now expected to open in the second half of 2026, with MMRDA deciding to move ahead with operations using an alternative maintenance arrangement, sidestepping delays linked to land clearance issues. Once both the flyover and the metro line are functional, the Andheri-Powai stretch will effectively get a road-and-rail solution stacked on the same corridor — a rare feat of urban planning in a space-starved city like Mumbai.

For homebuyers and investors tracking Mumbai's western and central suburbs, this corridor is worth watching closely. Improved east-west connectivity between Andheri, Jogeshwari, SEEPZ, Powai and Vikhroli typically translates into better commute times for IT and business park employees, which in turn tends to support residential demand and rental yields along the route. As construction wraps up in phases through 2026 and into early 2027, localities flanking JVLR are likely to see renewed buyer interest once the signal-free advantage becomes a daily reality rather than a promise on a construction hoarding.

Quick Answers

What exactly is the JVLR double-decker flyover?
It is a 5.08 km elevated corridor running from New Link Road near Infinity Mall in Andheri West to Poonam Nagar on JVLR, with a 2.58 km stretch built as a true double-decker — vehicles on the lower deck and Metro Line 6 on the upper deck.
When will the flyover open to traffic?
Phase 1, covering Infinity Mall to the JVLR junction, is targeted for June 2026, while Phase 2, including the cable-stayed bridge over the Western Express Highway, is expected around March 2027.
Who is building the flyover?
MMRDA is executing the project under its Mumbai in Minutes initiative. The double-decker section is being built by DMRC on a deposit basis, while the single-level flyover and cable-stayed bridge portion has been awarded to J Kumar Infraprojects.
How is this flyover connected to Metro Line 6?
Because the flyover's alignment overlapped with the proposed Metro Line 6 route, BMC handed over the remaining construction to MMRDA so both structures could be built on shared piers, saving space and cost along the JVLR median.
When will Metro Line 6 (Pink Line) become operational?
MMRDA now expects Metro Line 6 to open in the second half of 2026, using an interim maintenance arrangement so the launch isn't delayed by the pending Kanjurmarg depot land issue.
Which areas currently face the worst congestion on this stretch?
Commuters from Lokhandwala, Oshiwara, Four Bungalows and Seven Bungalows towards JVLR face heavy congestion, with major bottlenecks at Veera Desai Road and Captain Suresh Samant Marg.
How much time will the flyover save commuters?
Currently, the 3.7 km stretch between Swami Samarth Nagar Lokhandwala Circle and the Western Express Highway trauma centre junction can take 30 to 45 minutes during peak hours; a signal-free flyover aims to cut this significantly.
What is the cable-stayed bridge component of this project?
It's a 120-metre cable-stayed bridge crossing the Western Express Highway and the operational Metro Line 7, forming a major engineering landmark within Phase 2 of the corridor.
Does this infrastructure upgrade affect property values nearby?
Improved east-west connectivity typically boosts demand along IT and business corridors like SEEPZ and Powai, and localities near JVLR could see renewed buyer interest as construction nears completion.
Is this flyover part of a larger MMRDA infrastructure push?
Yes, it falls under MMRDA's broader Mumbai in Minutes initiative, which bundles several flyover, metro and highway upgrades aimed at decongesting Mumbai's busiest corridors.
